National Violence Reduction Strategy 

A comprehensive framework to address violence in Bermuda

The National Violence Reduction Strategy is a comprehensive framework designed to address violence and antisocial behavior in Bermuda, with a particular focus on gang violence, gun and knife crime, and youth violence. The strategy aims to reduce violence through a multi-faceted approach that includes prevention, intervention, reintegration, enforcement, improved collaboration, and public awareness.

This strategy does not seek total eradication of violence but rather emphasizes sustained reduction, redemption, and rehabilitation over punishment. It offers individuals opportunities to reinvent themselves through structured support systems while ensuring that communities remain safe and resilient.

Goals & Strategic Approach

The Ministry of National Security has outlined eight strategic goals to achieve a safer Bermuda

Enhance Early Intervention & Community-Based Initiatives for Violence Prevention

  • Expand education, mental health services, youth mentorship programs, and community engagement initiatives.
  • Support schools, after-school programs, and community organizations to steer youth away from gang involvement.

Strengthen Community Resilience & Support Systems for Gang Prevention & Rehabilitation

  • Increase access to counseling, alternative programs, and mediation.
  • Expand vocational training, employment, and support groups (e.g., fathers’ groups) to prevent gang recruitment.

Facilitate Conflict Resolution & De-escalation through Negotiation

  • Establish negotiation teams and community mediation programs.
  • Train law enforcement, teachers, and community leaders in conflict resolution.

Promote Reintegration & Restoration

  • Support ex-gang members and incarcerated individuals with treatment, recovery programs, job training, and relocation assistance.
  • Establish safe houses for individuals leaving gang life.

Strengthen Enforcement Measures

  • Increase police presence and intelligence-gathering.
  • Use community policing and restorative justice programs to curb violence.

Improve Collaboration

  • Strengthen coordination between government agencies, law enforcement, schools, and community programs.
  • Encourage information sharing and joint intervention programs.

Advocate for Policy & Legislative Support

  • Push for stronger policies that support crime prevention and rehabilitation.
  • Advocate for community policing, rehabilitation programs, and legal protections for at-risk individuals.

Improve Public Awareness Campaigns

  • Launch media campaigns, workshops, and educational initiatives to inform the public about violence prevention.
  • Partner with schools, youth programs, and community leaders to spread awareness.
